In Step 6: Generating a Proposal, you can add employer contributions and generate and download proposal documents as CSV files. After downloading, you can make additional edits or customizations in Microsoft Excel. Once finalized, convert the CSV file to a PDF or another format, print, and present it to the Employer.

Steps to add employer contribution
Before downloading the proposal document, you have the option to add the employer's contributions as fixed dollar amounts or percentages of the total monthly premiums for each plan.
To do this, open the Proposal and go to Step 6: Generate Proposal. Then, select the ‘Employer Contribution’ icon next to the ‘Census’ button.
The Add Employer Contribution to Product modal will appear. In this modal, you'll see a Contribution Type toggle.
- If the toggle is on, employer contributions are applied as percentages of the total monthly premiums for each plan.
- If the toggle is off, contributions are added as fixed dollar amounts.
Enter contributions for each tier you want to include in the proposal document. Tiers with blank contributions will be left out. When you’re finished, select the ‘Save Employer Contribution’ button.
The saved contributions will appear in the downloaded proposal under the Medical ER Contribution tab. These contributions are only available for renewal and new option plans, not for current plans.
The Medical ER Contribution tab displays what the Employer pays versus what the Employee will pay. It also includes monthly premium comparisons between current plans and both renewal and new option plans.
Steps to download the proposal document
To start, you need to add products to your Employer's Proposal. See this article for more information.
- Select Proposals in the left-hand navigation to access the Proposal Listing.
- In the Proposal Listing, locate and edit the Proposal.
- In the Proposal, navigate to Step 6: Generate Proposal.
- Select the 'Proposal' button to download an Excel® spreadsheet of the proposal’s products.
- You can change the Proposal Template by selecting the arrow next to the Proposal button. Proposal Templates change what information is shown and how it’s organized in the proposal. See this article for more on Proposal Templates.
After downloading the proposal, open the file to review its contents. You will notice that it’s organized into three tabs:
- Medical Plans: Provides you a relative composite rate based on Illustrative Rates for an Underwritten Product.
- Employee Breakdown: Provides you with the cost based on age banded rates (if applicable) and composite rates based on the Employee and Dependents combined.
- Family Breakdown: Provides you with the cost based on age banded rates (if applicable) and composite rates based which are separated per person.
Proposal overview
After downloading the Proposal, open the file to review its contents. You will notice that it’s organized into 15 tabs:

A cover page is inserted into each Proposal with the following details:
- Proposal Name
- Prepared For
- Prepared By
- Preparation Date
- Effective Date
You can edit the file to add your agency’s logo.
Current/Renewal Plans
The Proposal shows the current plans, renewal plans, and new plan options. The monthly premium for each current plan is compared against each renewal plan and new plan option. The comparisons consist of both dollar and percentage differences.

Age-Banded Medical Rates
Age-banded medical rates are included where they are available for each renewal and new plan option.
Note: Age-banded rates are not available to load for the current plans.
